When is the right time to apply for membership?

I’m currently an Affiliate and have completed my EPSM. I recently submitted my PER application, which has been accepted, and I’ve completed 9 Performance Objectives. However, I still need to have all 36 months signed off fully. Despite this, I received an email from ACCA stating that I’m now eligible to apply for membership. So, when should I go ahead and submit my application?
